Holland has collected an amazing amount of information, illustrated by colorful photos and illustrations, on his subject. Some of it is historical--e.g., the short but interesting history of piracy in the Caribbean. However, the amazing revelation is the apparent relationships between the bureaucrats and the oil companies that the bureaucrats were supposedly monitoring and "regulating." Such close relationships can lead, in my considered opinion, to both implicit and explicit corruption. Of course, just plain genetic stupidity or extreme bureaucratic laziness or both may account for the whole mess. That the blueprints for the laser beam device that may have been useful in quelling the delay of the continuing blowup still lay--untried, never constucted, never tested--in the dust-collecting bureaucratic flles seems to me to be unforgivable. Are there no laws to guard against such "oversight"?
